Daniel Mann became active in the Soviet Jewry movement while living in New York City. He moved to Washington, DC to be executive director of the Jewish Community Council (1973-1979). He traveled to the Soviet Union in 1978 with his wife Elaine, a staff member of the Jewish Community Center. The next year, became the international director of the B’nai B’rith Israel Commission. While at B’nai B’rith, he often coordinated vigil participation by B’nai B’rith conventioneers.
